Unmanned Aircraft Systems and the Evolving Regulatory Environment Conference Summary

On 12 September 2025, our Institute hosted an International Drone Conference under the title “Unmanned Aircraft Systems and the Evolving Regulatory Environment.”

A key topic of the conference was the technology and regulation related to Unmanned Traffic Management (UTM) system that is about to be introduced in Hungary. The speakers placed special emphasis on the challenges arising from the dual civil and military use of drones, as well as on the regulatory and operational questions connected to artificial intelligence and automated technologies.

Several distinguished international experts accepted the Institute’s invitation to the conference. Speakers came from the United Kingdom, Israel, the Netherlands, Spain, and the United Arab Emirates. Numerous Hungarian professionals also gave insightful and forward-looking presentations on the current state of the national drone industry.

Following the conference, a drone flight demonstration was held in the Orczy Square. The show featured the Israeli company High Lander, the Hungarian firm Drone2B, and the aircraft of the Rapid Response Police. In addition, the companies HMEI Zrt. and Rotors and Cams presented their latest developments to the public.

The conference also featured the presentation of Dr. Attila Sipos’s new book, titled “International Aviation Law – Regulations in Three Dimensions,” published and distributed by Springer Nature. The book, which took five years to complete, builds on the author’s practical industry experience and provides a comprehensive overview of the international civil aviation regulatory framework.

Altogether, 160 Hungarian and international experts and university students registered for the conference, with many more following the event online.

The success of the conference lay in the fact that, in addition to providing a scientific overview of the professional challenges arising from the rapid expansion of unmanned flights in Hungarian airspace, drone industry companies also demonstrated drone flight, operation, and control in practice.
